Welcome  back to our second BPI.  We were snowed out in December, so we're trying again!  This tournament will be at Oakwood High School and Harman Elementary School.  Thanks to Candy and Amy for helping us set this up!

  • Registration will run from 7:45 a.m. to 8:20 with the opening meeting at 8:30 and all rounds starting by 9:00.  Our goal is to finish awards by 3:45 p.m.
  • We hope to offer 2 rounds plus a final in Congressional Debate, 4 rounds in IE, and 5 in LD/PF (no finals).  But we might modify that based on entries and rooms.
  • Double-entries are allowed in all Speech events.  We are encouraging double-entry, so the second entry will be $3 cheaper!  (Will be done manually at check-in; Speechwire won't do it automatically.)  Ask if you have a student who wants to do both extemps.  Both entries can be in Duo, but each must be with a different partner.
  • If a PF teammate drops, the maverick may compete, but will not be eligible to earn any awards.


Judging:

•       1 judge covers up to 2 LD or PF entries; 5 IE entries; or 6 Congress entries.
•       Each missing judge = $40.00 fee.

Fees:
$10 per team, plus:
•       $5 per IE entry ($10 per Duo)
•       ($3 discount for a double-entry)
•       $5 per LD entry
•       $5 per Congress entry
•       $10 per PF entry

Public Forum/Lincoln Douglas Debates:

  • PF will debate Resolved: Development assistance should be prioritized over military aid in the Sahel region of Africa.
  • LD will debate Resolved: Developing countries should prioritize environmental protection over resource extraction when the two are in conflict.

Congressional Debate:

  • In Congress, authorship rights will be given to students from the submitting school, if any are present in the chamber.  This means that students from that school will have priority over all other students to give the first affirmative speech, trumping precedence and recency rules.  This only applies to the first affirmative speech on the item.
  • Debate on bills and resolutions must begin with an affirmative speech.  If there is no affirmative, the PO shall table the item without a vote.  It can be removed from the table if an affirmative speech arises later.
  • One-sided debate should be discouraged, and it reflects poorly on the debaters who continue to beat the dead horse, however POs have no power to end debate on their own (even heavily one-sided debate) until the previous question is called by a member on the floor or no speakers rise to debate on either side.
  • Only the OHSSL-recommended items for the Jan 25th weekend may be debated.  (They can, of course, be amended as needed.)

Extemp:

  • Students are responsible for their own power.  We don't guarantee access to outlets in the prep room, so do not expect to plug in.

Top Novice Award:

  • We will be recognizing the top-finishing novice competitor in all events.  "Novices" are students in their first year of high school forensics (regardless of event or number of tournaments).
  • For team events, both partners must be novices for the team to be eligible.
  • To mark an entry as a novice, please enter them in the "Novice" division of their event when you register.  Novices and Varsity will still compete in the same pool as usual, this just flags the entry as novice award-eligible for tab.

  • Speech & Congressional Debate: Oakwood High School, 1200 Far Hills Ave, Dayton, OH 45419
  • LD & PF Debate: Harman Elementary, 735 Harman Ave, Dayton, OH 45419
  • Bus parking: Smith Elementary, 1701 Shafor Blvd, Dayton, OH 45419 (there is room for just five buses between the High School and football stadium, all others please park at Smith; buses can access Harman, but there is no room for them to park there)
  • GMV District Committee will meet at the High School.
  • Awards in all events will be at the High School.
  • There will be no transportation provided between sites.

I kept all the information in that was set for our December date, so make sure to double-check each entry and add/drop as needed.
